You're correct - each state has its own hoops for you to get OK with a trailer. Some don't require title or plates, some require plates and registration but give no title, some require a title to get registration and plates.
I can tell you for sure that if you have a PA plate (we only use one) on your tow vehicle and you pull a trailer without a license plate, you will have trouble with the police even if you have a valid BoS (happened to a friend). Might get away with it with non-PA plate(s) on the tow vehicle, but it all depends on the officer you get... -John, Q3 On Thursday, May 31, 2018 at 2:19:58 PM UTC-4, OHM Ω My Michigan purchased homebuilt came without a title. My Illinois home state DOT had no problem with creating one. What I am picking up here is that each state (from and/or to) has its own nuances/hurdles/insanity on getting the trailer properly licensed/titled. My bottom line is that I believe I can move the trailer across any state line without either a plate, or a title, as long as I have a valid bill of sale (with phone numbers!). Its incedibly ironic that a country that cant manage the most obvious need for gun laws, where an AR15 can be purchased readily, makes it so Byzantine to buy a trailer.

Well, maybe there needs to be the "NTA", National Trailer Association, to push for trailer reforms. Then, almost anyone can buy and register a trailer whether they need one or not.

Undoubtedly all true central planning acolytes are in complete agreement with these sentiments! Others - not so much. There were/are plentiful/historically-telling - both then and, arguably, more so now now - reasons our Founding Fathers presented to Britain's ex-colonists proposed plans for a federal republic for their approval. Some of us - even soaring pilots - still think they were keen observers of human nature...and pretty darned intelligent, too. (Thanks, gentlemen!) 'My' state (CO) pretty much follows the 'NJ model' of wanting their pound of trailer-owners' flesh, while not being bureaucratically obtuse on the hoop-jumping front. Curiously, my glider trailer is registered as 'homebuilt' - which, technically, it is - while my utility trailer is registered as 'glider' - which, technically, it ain't. I no longer remember how this came to be, but everyone was/is reasonably happy about things...and the feds remain blissfully uncaring about our petty little in-state trailer registration dealings. Does it take a mandate to be organised? In states where a title is not required, it is still possible to get one. A small investment of time and money when you buy or build - in California a $21 option - helps when you sell the trailer.
