After some asking around I come to realize that if you cross the
border out from the US and have a transponder failure it will be dificult at best to get back into the US. There is a waiver you can get in the Canada/US border but it takes seven days advance notice. Couldn't find any info on comming from Mexico, called the San Diego and San Angelo FSS and they asked me to call Customs. Called customs and the answer was no. So take back-up for such trips.
