has chosen to NOT get a medical and flies LSA class fixed wing aircraft.
Can that person fly and Ex-HB Helicopter without a medical?

NOPE! But the regs do permit a Private A-SEL pilot to fly it without
having a Rotorcraft-Helicopter rating. That's what the reg says, however
I understand that to deal with this loop-hole, that the FAA individual
who "signs-off" the experimental helicopter usually writes into the
operating limitations that the pilot shall posess an appropriate rating.

As I understand your question, there are two separate questions implied.

One was asking if a non medical holding pilot can fly an experimental
helicopter.

The answer is no, because there are no LSA helicopters. ALL helicopters
require a medical unless it is an ultralight helicopter.

As to the difference in an exp-helicopter and a certified one, while it is
possible to solo fly an exp-heli without a rating, if any FAA can do
anything about it, they will prevent it.

SNL did a funny sketch where the NY Times was looking to send a
reporter to Alaska to dig up dirt on Palin. One reported asked "Am I
going to be eaten by bears?". Another asks about being able to get a
capachino, etc.
