They claim it(multiple dependents) on their W-4, but they don't file
tax return. Their weekly checks don't get taxed as much as if they claimed 0 dependent. By not using the same SS#, they actually disappear, (on paper). They come back as someone else or they piggy back on some innocent person's SS#. That person will have to pay up in the form of being evaluate as a person earning more than they really earned.
