What does it say in your Operating Limitations? *If those do not
specify the need for a Program Letter then none is required.

I do have to send one in but I swear they sit on the FAX until the
cleaner throws them out. Never seen any response from the FSDO. (and
that's good)

I have a letter in a format different from that on the SSA site that I
obtained from another FAA source. Since my glider was examined last
year, I now have a dedicated examiner at my local FSDO and he
confirmed receiving my program letter last year. Some do get looked
at!
